State owned fixed line operator plans mobile network
Paraguay's state-run fixed line operator Copaco intends to launch GSM mobile service in August of this year.

Conatel, Paraguay's telecommunications regulator, granted Copaco a mobile license and the company has invested approximately US$ 30 million. Paraguay currently has four mobile operators with close to 2 million subscribers. Copaco intends to offer lower rates than existing providers in order to make mobile telephony affordable to more people, according to the company.

The government's fixed wireless Ruralcel program, which brought wireless telephony to remote areas without fixed lines, has been popular since its introduction last year. The program has subscribers for 2,500 of its 6,000 available lines.
