Mobile operators request regulations
Paraguay’s mobile operators have asked telecommunications regulator Conatel to establish clear rules for creating a more competitive environment operator spokesperson Marcelo Toyotoshi said.

State-owned operator Copaco intends to launch mobile services soon, becoming Paraguay’s fifth mobile operator after Personal, Telecel, Hola and Porthable.

Copaco plans a US$ 412 million investment to offer mobile service to a potential client base of 140,000 users, particularly in rural areas. The company expects to receive a mobile license from the government, a move that has been criticised by rival operators.

According to the mobile operators' chamber, Copaco should pay for its licenses and all taxes to provide mobile services, just as private operators do. "We are concerned that Copaco aims to compete in the mobile business with some privileges," Toyotoshi said.
