New head of regulator to focus on universal access
The head of Mexican telecommunications regulator Cofetel, Jorge Arredondo, is expected to start his position as the new president of Regulatel, the Latin American telecommunications regulators' association in November.

Arredondo will replace current president Edwin San Román, head of Peru’s regulator Osiptel. Regulatel general secretary Gustavo Peña said Arredondo’s mandate would focus on universal access.

"The new president will have plenty to do in developing strategies after results have been collected of several studies currently taking place, particularly in relation to best practices to guarantee accessibility in the region," Peña said.

Peña added that universal access is not an important issue for all Latin American regulators.

"It is hard to make a situation general for the region, we have 19 countries with different problems and that implement different initiatives, but the main focus would be universal access. I also believe from the regulatory point of view [most countries would be interested in] the consolidation of the sector as a dynamic and competitive one," he said.

By consolidating the sector, Peña said he means liberalisation of the market, allowing several operators to compete on equal terms. Commenting on VoIP regulations, Peña said Regulatel expects to see more regulation of networks rather than regulation of services.
