Egypt's Ministry of Telecommunications has announced the terms of reference for the sale of the country's third mobile license.

Bidders will be allowed to make bids as of April 17. Firms wanting to apply must pay a guarantee of $4.4 million. The terms also state that offers from international companies who have local partners and firms willing to trade a portion of their shares on the Cairo and Alexandria Stock Exchange after two years of operation will be favoured.

Potential bidders include Kuwait's MTC, Etisalat, of the United Arab Emirates, Egypt's Raya Holding in an alliance with South African firm MTN, and Telecom Egypt.
