The Colombian government said it would make a decision on the winner of the privatisation of Colombia Telecomunicaciones next year.
The announcement follows the suspension of an agreement with Mexico's Telmex to acquire the state-owned telecommunications provider, in which Telefonica has also expressed an interest.
